The present invention relates to a composition comprising compounds isolated from a safflower seed extract as active ingredients. Specifically, the compounds isolated from the safflower seed extract as described, is confirmed to have an effect as an anti-inflammatory agent by measuring expression levels of cytokines, iNOS, and COX-2 which are related to anti-inflammation in macrophagocytes, thereby being used for an external use skin pharmaceutical composition or a cosmetic composition having a prevention and treatment effect on inflammatory skin diseases.
