Disclosed are a method of adaptively charging traffic in non-real time and a terminal, a contents providing device, and a contents processing apparatus therefor.The terminal includes a signal generator to generate a traffic request signal including charge identification information; a polish managing unit to transmit a policy request signal to the policy providing device and to receive a policy response signal corresponding to the polish request signal; a traffic transceiver to download a traffic response signal corresponding to the traffic request signal from the contents providing device through a path network; a terminal network recognizing unit to recognize a network state of the path network based on the policy response signal; and a traffic controller to determine presence of traffic control based on the network state upon the download, and to control the download based on the determined presence of the traffic control.
