The present invention relates to an apparatus for analyzing traffic for a network-based control system and a method of operating the apparatus. The apparatus for analyzing traffic for the network-based control system according to one embodiment of the present invention includes a test data generating unit for generating test data to input the test data into one terminal of a test network in the control system, a test data collecting unit for collecting the generated test data in an opposite terminal of the test network in the control system, a traffic generating unit for causing traffic to the test network, a traffic collecting unit for collecting the traffic in the test network, and a control unit for adjusting an amount of traffic generated by the traffic generating unit while detecting a time point right before errors between the test data generated by the test data generating unit and the test data collected by the test data collecting unit are get out of a tolerance error range, and determining the amount of generated traffic at the time point right before the errors are get out of the tolerance error range as the tolerance traffic range of the control system.
