PROBLEM TO BE SOLVED: To provide a fall prevention device capable of preventing an operator who is going to transfer to a pallet and an operator who steps on the pallet from falling off a cab, and to provide a picking lift.SOLUTION: A fall prevention device relating to the present invention includes: a rear guard unit 31 that can take a proximity position in proximity to a rear end of a head guard 14 and a separation position separated backward from the rear end; a lateral guard unit 40 that becomes a fan shape while being slowly developed with a backward movement of the rear guard unit 31; and a control unit that controls a position of the rear guard unit 31 depending on whether a fork 12 is inserted into a pallet P. The control unit assumes that the position of the rear guard part 31 is the separation position when the fork 12 is inserted into the pallet P, and otherwise, is the proximity position. Also, when the position of the rear guard part 31 is assumed to be the separation position, the fan-shaped lateral guard part 40 and the rear guard part 31 surround at least a portion of an upper space of the pallet P.
