PROBLEM TO BE SOLVED: To provide a catalyst for recombining hydrogen and oxygen capable of recombining hydrogen and oxygen from a relatively low temperature state without heating from the outside.SOLUTION: A catalyst for recombining hydrogen and oxygen is obtained by immersing a mixture containing a perovskite-type composite oxide containing a noble metal and an alumina- and/or ceria-based composite oxide in an organic solvent having a carbon-carbon bond and a boiling point of 60°C or more and 250°C or less and then drying the resulting mixture at a temperature lower than the boiling point of the organic solvent. Since the catalyst for recombining hydrogen and oxygen contains a perovskite-type composite oxide containing a noble metal and an alumina- and/or ceria-based composite oxide, the catalyst can recombine hydrogen and oxygen from a relatively low temperature state without heating from the outside.
