<p>The present invention relates to a skin moisturizing cosmetic composition containing fermented product of Laetiporus sulphureus var. miniatus mycelium of Scutellaria baicalensis extract. By effectively converting a baicalin, which is a glycoside contained in the Scutellaria baicalensis, into a baicalein, which is a non-glycoside, the fermented product of Laetiporus sulphureus var. miniatus mycelium of Scutellaria baicalensis extract includes high concentrations of the baicaleins, and thereby, having excellent antioxidant effects and skin moisturizing effects, and therefore, it can be effectively used as a highly-functional cosmetic composition for skin improvement.
