PROBLEM TO BE SOLVED: To provide a tool holder which uniformly places a polishing tool on a processed portion of a workpiece thereby enabling uniform and precise processing.SOLUTION: A tool holder 100 is attached to a spindle 9 of a machining center 1 and includes: a holding part 102 which holds a file tool 101 for filing a workpiece WP; a first support part 103 which swingably supports the holding part 102; a second support part 106 which swingably supports the first support part 103 and is attached to the spindle 9; a first swing restriction part which restricts swing of the holding part 102 relative to the first support part 103; and a second swing restriction part which restricts swing of the first support part 103 relative to the second support part 106. A first swing axis line around which the holding part 102 swings relative to the first support part 103 and a second swing axis line around which the first support part 103 swings relative to the second support part 106 are perpendicular to each other.
