The purpose of the present invention is to provide an agitating system for treating water and wastewater using forming plates, wherein the agitating system agitates bubble masses without generating precipitates by controlling the bubble masses, which are formed by being discharged through forming plates to be sequentially formed from neighboring forming plates. The agitating system of the present invention comprises: multiple forming plates installed at regular intervals at the bottom part of a water tank so as to form bubble masses which can be agitated by generating waves in the water tank by providing compressed air generated from an air compressor to the inside of the water tank through a pulsatile method; air lines, each of which is installed to be in contact with the forming plates so as to provide the compressed air generated from the air compressor into the water tank; opening and closing valves installed in the air lines so as to be able to open and close the air lines; and controlling means for controlling the opening and closing of the opening and closing valves to be performed successively so that after any one forming plate forms a bubble mass to generate waves and to be agitated for successive formation of bubble masses in the water tank as the opening and closing valves are opened or closed, the neighboring forming plate again forms a bubble mass to be agitated before the waves disappear.
