PROBLEM TO BE SOLVED: To reduce losses in optical signal of an optical through-hole part.SOLUTION: An optical device component 21 includes a mounting substrate 22. The mounting substrate 22 includes a base part having a mounting area for a semiconductor circuit element 24, and a leg part provided on the lower surface of the base part. The mounting substrate 22 further includes a mounting area for an optical element 25 in an area of the lower surface of the base part surrounded by the leg part. An optical device 2 comprises: the optical device component 21 above configured; a semiconductor circuit element 24 mounted on the base part of the optical device component 21; and the optical element 25 mounted on the lower surface of the base part of the optical device component 21 and electrically connected to the semiconductor circuit element 24.
