PROBLEM TO BE SOLVED: To appropriately control uplink transmission power by transmitting a TPC command from a base station even when no uplink data exist to be transmitted from a mobile station or no downlink data exist to be transmitted to the mobile station.SOLUTION: A base station comprises: a cumulative value retention unit 105 that retains a cumulative value of transmission power control commands transmitted to a mobile station UE; a transmission power control command determination unit 125 that, upon initialization of uplink transmission power, determines a transmission power control command on the basis of the cumulative value retained at the cumulative value retention unit 105; and a control channel transmission unit 127 that transmits the transmission power control command determined by the transmission power control command determination unit 125 to the mobile station by means of a control channel. |
