PROBLEM TO BE SOLVED: To solve such a problem that a movable comb-teeth electrode is required to be designed to have a small spring constant and a high Q-value of a circuit in order to vibrate the movable comb-teeth electrode sufficiently remarkably, and also required to be sealed in high vacuum in order to suppress air resistance.SOLUTION: An electrostatic induction type converter includes: an input-side electrostatic actuator 20c which is vibrated by application of an AC voltage or self-oscillation; and an output-side electrostatic actuator 30c which is connected with the vibration of the input-side electrostatic actuator via movable members 6c(1), 6c(2) to be vibrated at an amplitude equal to or larger (smaller) than the vibration thereof. An electret layer is formed on the side surface of either one of a movable electrode or a stationary electrode of the input-side electrostatic actuator 20c and the output-side electrostatic actuator 30c.
