The present invention relates to a device and a method for manufacturing a modifier, wherein the device includes a liquid-permeable raw material container which accommodates a silicon compound, an airtight reactor which receives the raw material container containing the silicon compound, a water supply path for supplying water to the reactor, an input path for supplying caustic soda and borax to the reactor, a heating unit for supplying heat to the reactor, and an injection unit which injects liquid from the reactor toward the silicon compound accommodated in the raw material container. According to the present invention, a modifier with improved performance can be efficiently manufactured and the safety of the modifier can be enhanced.
