Provided are: a non-adhesive multi-layer sheet that is highly heat- and wear-resistant and grips well; an endless belt comprising said multi-layer sheet; and a manufacturing method therefor. Said multi-layer sheet has: at least one composite layer comprising a fluorine resin and a woven fabric of heat-resistant fibers; and a surface layer comprising a polyimide resin. Said multi-layer sheet is characterized in that said surface layer is formed on a treated surface formed by a surface-activation treatment performed on the aforementioned composite layer.
