The purpose of the present invention is to provide a water bloom generation suppression device for efficiently suppressing the generation of water bloom in lakes. A water bloom generation suppression device (10) floats on the water surface (300) of a lake and withdraws water from a lower layer (203) from among the water temperature layers constituting the lake via a water conduit (12) reaching the lower layer (203), the lower layer (203) being a layer below a surface layer (201) that is warmed up by sunlight and having a lower water temperature than the surface layer (201). Then, the water bloom generation suppression device (10) sprays the water withdrawn from the lower layer (203) on the water surface (300). The water conduit (12) has an extendable/contractible mechanism with which the length of the water conduit extends and contracts. Moreover, the water conduit (12) is provided with a water withdrawal hole (131), in which the tip (124) of the water conduit is enclosed and which withdraws water, on a side surface at a position that is away from the tip part (124) by a predetermined distance (132) along the water conduit. Moreover, the water bloom generation suppression device (10) is operated by means of power generated from a solar panel (102).
