In accordance with an embodiment of the present invention, a delineater includes a ring-shaped fixing unit having an inlet of which the center is bored; rotation blades which have a mounting groove on the inner surface and are rotated with wind passing through the inlet by being installed in the inlet; reflective members individually installed on at least one among the front surface and the rear surface of the rotation blades; one or more luminous bodies emitting light towards the reflective member by being installed in the mounting groove; and a power accumulation unit which stores electricity generated by the rotation of the rotation blade and supplies power to the luminous body.
