Disclosed are a network transmission time delay control method, service quality control entity and communication device, the method comprising: transmitting a service stream time delay threshold to a communication device according to a requirement for service stream transmission time delay, the communication device comprising a network device and/or a user equipment; receiving a time delay threshold excess directive transmitted by the communication device, the time delay threshold excess directive being used to indicate that the service stream transmission time delay exceeds the service stream time delay threshold; determining a time delay control strategy according to the time delay threshold excess directive, so that the communication device transmitting the time delay control strategy can execute the time delay control strategy. The network transmission time delay control method, service quality control entity and communication device in an embodiment of the present invention monitor the network transmission time delay by setting a service stream time delay threshold, and formulate a time delay control strategy to dynamically adjust the network transmission time delay when it is determined that the service stream transmission time delay cannot be satisfied, thus improving user experience.
