The method includes receiving, by a user device, a content item; accessing, by the user device, measurement instructions including instructions to measure user exposure levels to the content item during various display states, and upon execution of the measurement instructions by the user device: detecting, by the user device, at least two display states; for each of the display states, determining, by the user device, a user exposure level of the content item in the viewport for the display state, the user exposure level being a measurement of (i) an area of the particular portion of the viewport occupied by the content item and (ii) a duration of the display state; and determining, by the user device, an aggregation of the user exposure levels.</p>
