A mobile communication method for performing a procedure of an handover of a mobile station (UE) from a CSG cell #1 under the charge of a radio base station (HeNB #1) to a CSG cell #2 under the charge of a radio base station (HeNB #2) comprises: a step A in which, after the connecting destination cell of the mobile station (UE) has been changed from the CSG cell #1 to the CSG cell #2, the radio base station (HeNB #2) uses "Path Switch Request" to notify, to an exchange station (MME), both "CSG ID = #20" to which the CSG cell #2 belongs and an access mode in which the CSG cell #2 operates; and a step B in which the exchange station (MME) controls, based on the notified "CSG ID = #20" and access mode in which the CSG cell #2 operates, the access of the mobile station (UE) to the CSG cell #2.
