PROBLEM TO BE SOLVED: To reliably perform communication with a radio terminal with simple processing.SOLUTION: A host computer 10 transmits a call-out packet to any one of repeaters R1-R5 in accordance with predetermined order. A repeater having received the call-out packet transmits the call-out packet to a radio terminal T. If the call-out target radio terminal T does not transmit a response packet and the host computer 10 does not receive the response packet via the repeater, the host computer 10 transmits a call-out packet to another repeater in accordance with the predetermined order. After that, if the call-out target radio terminal T transmits a response packet and the host computer 10 receives the response packet, the host computer 10 realizes that the call-out target radio terminal T has performed call-out operation.
