A server includes a memory device configured to store multiple computer-executive commands and a processor connected to the memory device. When the processor executes the multiple computer-executable commands, the processer is programmed to determine the spectrums of available frequencies in a location according to the lapse of time, and to receive a request to access the available spectrums for a predefined length of time from a wireless device. The processer is also programmed to select a frequency band within the available spectrums to be used by the wireless device for the predefined length of time, and transmits an authentication message for the selected frequency band usage.
