PROBLEM TO BE SOLVED: To efficiently solve a conflict of control contents even when the content is detected on demand and policy data such that a controlled system is collectively handled is applied.SOLUTION: A policy server 3 distributes policy data to a policy data application terminal 4. The policy data application terminal 4 is stored with a policy filter. The policy data application terminal 4 aggregates a plurality of pieces of policy data received from the policy server 3 to generate a composite policy. The policy data application terminal 4 determines whether or not the policy filter needs to be updated on the basis of the composite policy and policy filter, and requests a terminal management server 2 to update the policy filter when it is determined that the policy filter needs to be updated. The terminal management server 2 generates a new policy filter from the policy filter at a request from the policy data application terminal 4 and transmits the new policy filter to the policy data application terminal 4. The policy data application terminal 4 applies policy data extracted from the composite policy according to the new policy filter.
