The surface treatment apparatus 13 comprises: an anode 33 and a cathode 34 for water electrolysis; and a two-chamber type electrolytic part 30 including an anode chamber 31 with the anode 33 arranged therein and a cathode chamber 35 with the cathode 34 arranged therein. Anode side electrolytic water 55 generated in the anode chamber 33 and cathode side electrolytic water 56 generated in the cathode chamber 32 are mixed on the surface 60S so as to generate radical. A surface treatment method is a method for treating a surface 60S of an object 60 with radical. The surface treatment method includes: a step of generating anode side electrolytic water 55 and cathode side electrolytic water 56; a first supply step of supplying the anode side electrolytic water 55 to a surface 60S; and a second supply step for supplying the cathode side electrolytic water 56 to a surface 60S. The anode side electrolytic water 55 and the cathode side electrolytic water 56 are mixed on the surface 60S so as to generate radical.
