PROBLEM TO BE SOLVED: To provide a packaging device and a packaging method that allow a package object to be stably wound with a packaging material without adhering the packaging material to the package object using an adhesive.SOLUTION: The packaging device comprises: a stage 11 on which a belt-like packaging material 17 is arranged; and an electric charge supply device 12 that is arranged above the stage 11 and supplies electric charge to an upper surface of one lateral end of the packaging material 17 arranged on the stage 11 to charge the upper surface. The packaging device is configured to roll a cylindrically-shaped package object 18 from one end 11a outer than the one lateral end of the packaging material 17 toward the other side 11b across the stage 11. |
