The present invention provides a device for dissolving hair waste of animals. The device according to an embodiment of the present invention includes a first treatment container to which hair waste of animals and a treatment solvent is introduced, the first treatment container heat-treating the hair waste of animals and the treatment solvent; a heating unit heating the first treatment container; an animal hair waste storage supply unit supplying the hair waste of animal to the first treatment container; a treatment solvent storage supply unit supplying the treatment solvent to the first treatment container; and a solid treatment unit neutralizing the treatment solvent and filtering and discharging a remaining solid after the hair waste of animal is treated. A method of dissolving hair waste of animal according to another embodiment of the present invention includes a step of supplying a primary treatment solvent containing hydroxide of an alkali metal into a first treatment container; inserting hair waste of animal to the first treatment container; supplying a secondary treatment solvent containing a surfactant and an alkali earth metal into the first treatment container; heating the first treatment container to heat-treat for about 1 minute to about 10 minutes; and discharging a mixture of the heat-treated primary and secondary treatment solvents and the hair waste of animal to a second treatment container.
