A device for controlling a blank holding force which provides a stable blank holding force to a panel of a forming-by-drawing machine is disclosed. The present invention includes: an upper forming part installed on the upper part of the panel of the forming-by-drawing machine, which produces products in a certain shape; a lower forming part which forms the panel by drawing cooperatively with the upper part and fixes the panel; a repulsive force providing part which is installed on the lower part of the panel and then provides a repulsive force to stabilize a blank holding force the panel receives.
