According to an embodiment of the present invention, a sleeve rotating in a specific direction to wind a steel plate comprises: a rear straight part recessed from the outer circumference of the sleeve at a predetermined depth along the longitudinal direction of the sleeve; a front straight part recessed from the outer circumference of the sleeve where the front end of the steel plate is mounted at a predetermined depth along the longitudinal direction of the sleeve and being close to the rear straight part; a rear curved part connected to the rear straight part in the opposite direction of the front straight part along the circumferential direction of the sleeve; and a front curved part connected to the front straight part in the opposite direction of the rear straight part along the circumferential direction of the sleeve. The front straight part is stepped down from the rear straight part.
