A system and a method for image communication, and an encoding method in the system are provided to prevent the overflow of buffer or the delay of transmission even though a frame having a larger bit rate than previous frames is inputted as an input image. A transmitter-sided device(210) determines whether the current frame is a scene change frame. If the current frame is the scene change frame, the transmitter-sided device skips N subsequent frames following the current frame without encoding and then encodes the next frame and subsequent frames following the next frame, after completing encoding of the current frame. A receiver-sided device(230) decodes the data received from the transmitter-sided device. The receiver-sided device repeatedly reproduces an image of a frame just prior to the scene change frame at the time corresponding to the scene change frame and at the time corresponding to (N-1) frames following the scene change frame, among the N subsequent frames. |
