PROBLEM TO BE SOLVED: To provide a fluctuation signal generator which can generate fluctuations having various slops and which can set to some degrees the positions of peaks which one demands. SOLUTION: A fluctuation signal generator 10 comprises: an input part 11 to input a function to calculate power density and a parameter of the function to calculate power density; a power density calculation part 12 to calculate the power density of each frequency based on the parameter input by the input part and the function to calculate power density; a power density division part 13 to divide power density of each frequency calculated by the power density calculation part into a sine wave component and a cosine wave component; a time-sequence data generation part 14 to generate time-sequence data by a reverse Fourier transformation based on the components divided by the power density division part; a data output part 15 to generate output data based on the time-sequence data and output the output data.
