The present invention relates to a device for controlling the inflow rate of sewage and preventing an inflow of soil into an intercepting sewer which intercepts a fixed amount of sewage flowing into the intercepting sewer from a sewer and prevents soil deposited inside the sewer and soil sent to the sewer from mountain areas in case it rains from being transferred to the intercepting sewer. The present invention provides the device for controlling the inflow rate of sewage and preventing an inflow of soil into an intercepting sewer including a pair of supporting frames which is joined to the top surface of a storm overflow structure; a supporting plate supported by the supporting frames; a sewage inflow plate which is supported by the supporting plate and installed on a sewage inlet; a sewage discharging plate installed on a sewage outlet; and an inflow rate control assembly which is positioned between the sewage inflow plate and the sewage discharging plate and which can control the inflow rate of sewage and rainwater into the storm overflow structure. The inflow rate control assembly is composed of an overflow opening/closing panel, an overflow open/closing panel supporting plate supporting the overflow opening/closing panel, and a rotary shaft joining the overflow opening/closing panel and overflow open/closing panel supporting plate to be rotated; and couples a rotary supporting rod capable of moving the overflow open/closing panel supporting plate with the supporting plate.
