Provided is a substrate having a transparent conductive film, said substrate having high conductivity and transparency even after a heat treatment by improving heat resistance and oxidation resistance of a conductive layer. A transparent conductive film (15) of a substrate (10) having a transparent conductive film, said substrate (10) having a transparent conductive film being obtained by forming the transparent conductive film (15) on a transparent substrate (11), has a base layer (12), a conductive layer (13) and an oxidation-resistant protective layer (14) sequentially laminated from the substrate (11) side. The oxidation-resistant protective layer (14) is formed of a conductive material that contains tin oxide; the conductive layer (13) is formed of a metal oxide; and the base layer (12) is configured of an oxide which has a lower oxide formation energy than the material constituting the conductive layer (13) and has less oxygen than the chemical equivalent. |
