PROBLEM TO BE SOLVED: To surely impregnate clearances between core wires and an insulation coating and between the respective core wires with a water stopping material by returning the inside of the insulation coating of an electric wire to an atmospheric pressure after setting it to a vacuum environment or a reduced pressure environment close to the vacuum environment for effectively using the water stopping material and preventing bubbles from mixing into the water stopping material. SOLUTION: The insulating coating 59 on one end side from which at least the core wires 58 are exposed is housed in a sealed condition inside an airtight chamber 51, and after sucking the air in the airtight chamber 51 to reduce a pressure, the water stopping material is intensively dropped onto the core wires 58 exposed at one end of the insulation coating 59. Then by introducing the atmospheric air into the airtight chamber 51, clearances between the core wires 58 and the insulation coating 59 and between the respective core wires 58 are impregnated with the water stopping material on the core wires 58 according to a pressure difference.
