Disclosed are a resistance reducing device of a ship and a ship having the same. According to an embodiment of the present invention, the resistance reducing device of a ship includes a ball-shaped stem protruding forwards from a hull; and a wave reducing device which protrudes outwards from both sides of the hull in the rear side of the ball-shaped stem and extends in the sailing direction of the hull to reduce the crest of waves caused by the stem.
