The present invention relates to a device and a method to transmit and receive information on damaged roads using vehicle-to-vehicle communication and vehicle-to-infrastructure communication and to warn drivers of the damaged roads based on the information. The present invention enables a driver to safely drive a vehicle by providing warning messages for the driver based on impacts to the vehicle and the possibility for an accident if the driver drives the vehicle on a damaged road at current speed.
