PURPOSE: An external noise elimination function is provided to transmit sound corresponding to a sound signal to an eardrum. CONSTITUTION: A sound effect providing device (100) includes a sound output unit (110) and an external noise controller (120). The sound output unit outputs and coverts the sound signal. The external noise elimination unit transmits sound corresponding to the sound signal to an eardrum by coupling external noise. An external noise control unit comprises a microphone (121), a phase inverting unit (122), and a noise receiver (123). The microphone generates the noise signal of the electric signal type by coupling the external noise. A phase inverter inverts the phase of the noise signal. A noise receiver outputs and converts the noise signal according to sound types.
