Provided are an apparatus and method for evaluating the performance of a lightning protection design for a distribution line, which are capable of analyzing lightning and evaluating lightning protection performance through the number of failures due to a flashover and the number of failures due to a flashover caused by lightning induced from a nearby structure, considering direct lightning shielding, when the structure near a distribution line is higher than that. To this end, the apparatus of the present invention comprises: an information receiving and processing unit for receiving detailed information about the components of a distribution line to perform modeling for a distribution line flashover simulation, and receiving lightning information measured near the distribution line, and geographic information for a structure to calculate a shielding coefficient, and an absorption distance of a lightning stoke; an analysis type determination unit for determining the size and location of the lightning stoke of lightning, and a type of the lightning stoke, based on the distribution line modeling information, the shielding coefficient, and the absorption distance information of the lightning stoke; a lightning analyzing unit for generating random numbers and repeating simulation, based on the determined size and location of the lightning stoke of the lightning, and the determined type of the lightning stoke, to determine the size of current of the lightning stoke and the location of the lightning stoke, and whether or not of a flashover, according to the probability distribution of the lightning; a lightning protection performance evaluating unit for reflecting the determination results including the size of current of the lightning stoke and the location of the lightning stoke, and whether or not of a flashover obtained in the lightning analyzing unit to set the reference values of a lightning protection design to which predetermined statistical data of the lightning stroke is applied ; and a result output unit for outputting the reference values of the lightning protection design set by the lightning protection performance evaluating unit such that a user can check the reference values.
