PROBLEM TO BE SOLVED: To provide a document rank determination system and a method. SOLUTION: A document rank determination system includes: a query candidate generation part for generating a query candidate including at least one keyword by using a keyword associated with a document, before a query is input from a user; a significance calculation part for calculating significance of the document associated with the query candidate and significance of the query candidate; and a document rank determination part for determining a document rank by using significance of the document and significance of the query candidate.
