The present invention relates to a system for monitoring and diagnosing a branching-off point and a track turning point and comprises a track turning point safety information reception unit for receiving the safety information of a track turning point sensing unit for sensing the safety operation of the track turning point which provides power to convert the branching-off point ,which converts the direction of the track to convert the progress direction of a train, into a normal position and an opponent position; an adhered locking apparatus safety information reception unit for receiving the safety information of an adhered locking apparatus sensing unit for sensing the safety operation of the adhered locking apparatus for locking by adhering a tongue rail to a basic rail according to the conversion of the branching-off; an adhered detecting point safety information reception unit for receiving the safety information of an adhered detecting point sensing unit for sensing the safety operation of the adhered detecting point for detecting the adhered state of the basic rail and the tongue rail; and a comparison processing unit for analyzing the position and cause of faults by analyzing the safety information inputted from the track turning point safety information reception unit, the adhered locking apparatus safety information reception unit, and the adhered detecting point safety information reception unit. According to the present invention, the system accurately and rapidly responds to faults of operation and maintenance by transmitting an error message or emergency warning when abnormal information is generated after analyzing the safety information of the track turning point, the adhered locking apparatus, and the adhered detecting point by receiving the safety information using the cable in real time.
