The present invention relates to a ventilation controlling device and a ventilation controlling method for a vehicle seat. The ventilation controlling device includes a sensor unit including a plurality of sensors which senses at least one among the state of a user body when a user seats on the vehicle seat and a vehicle indoor condition; a user recognition unit which recognizes the user seated on the vehicle seat based on the sensing signals of the sensor unit; an operation control unit which recognizes the body temperature of the user and humidity based on the sensing signals of the sensor unit and transmits ventilation controlling signals according to a preset operation condition if at least one among the body temperature of the user and the humidity exceeds the thresholds of a high rank; and a blowing fan which is operated according to the ventilation controlling signals. The present invention senses the user seated on the vehicle seat when the user exposed to a hot or humid environment outside the vehicle gets in a vehicle and automatically controls the ventilation of the vehicle seat based on the body temperature of the user or humidity, thereby easily providing pleasant driving conditions desired by the user.
