The purpose of the present invention is to provide a tunnel grouting device, capable of easily injecting urethane or cement milk into a bored hole in a tunnel by injecting the urethane or the cement milk through a polyethylene injection pipe while a flat washer to which the polyethylene injection pipe, an air discharge pipe, and a filler injection pipe are attached is stably fixed to the bored hole of the tunnel, and a method for reinforcing a tunnel by using the same. to achieve the purpose of the present invention, the tunnel grouting device comprises the flat washer; the air discharge pipe inserted into an insertion hole for an air discharge pipe in the flat washer; the polyethylene injection pipe inserted into an insertion hole for a polyethylene injection pipe of the flat washer; and a filler injection pipe for sealing inserted into the insertion hole of the filler injection pipe for sealing in the flat washer.
