The disclosed phase mask includes a phase modulation layer which modulates the phase of incident light according to a position, wherein the optical phase delay is spatially and randomly generated at a range between 0-2πdml. Also, the disclosed holographic recording device includes: a light source; a signal beam optical system which separates a beam from the light source into a reference beam and a signal beam, modulates the separated signal beam according to holographic pixel information, emits the modulated beam to a hologram recording medium, and includes the phase mask; and a reference beam optical system which emits the reference beam to the holographic recording medium.
