The device has a sensor (13) arranged between a phase conductor (PH) or neutral (N) and an earth conductor (PE). A generator (14) is arranged separately from an electrical network (12). A processing circuit (16) is utilized for calculating electrical impedance (Z PE) of the conductor. A connecting circuit (K') connects the generator to the phase conductor in one state and to neutral conductor in another state, and disconnects the generator in a third sate. A recognition circuit (18) i.e. microcontroller, recognizes the neutral conductor to control the connecting circuit in the latter state.
