The present invention relates to an apparatus and a method for drying a sludge capable of improving the drying efficiency of the sludge by reducing the usage amount of energy. To achieve this, the present invention provides the apparatus and the method for drying the sludge comprising: a sludge insertion step for inserting the sludge into a high temperature drying unit; a high temperature drying step for vaporizing the water of the sludge to steam by heating the sludge with the over temperature of a boiling point in the high temperature drying unit; a heat exchange step for exchanging the steam outputted from the high temperature drying unit with air supplied to a low temperature drying unit; a sludge transport step for transporting the sludge of the high temperature drying unit to the low temperature drying unit; a low temperature drying step for evaporating the water of the sludge by heating the water of the sludge transported to the low temperature drying unit by supplying the air heated with exchanging heat with the steam to the low temperature drying unit; and a step of discharging the sludge dried in the low temperature drying unit, in the method for drying the sludge to remove the water by heating the sludge in which the water and a organic matter are mixed.
