The present invention relates to an agitating and pulverizing device for recycling livestock waste and, more specifically, to an agitating and pulverizing device enabling easy agitation and pulverization of dead livestock and excrement in a processor for recycling dead livestock including cattle, pigs, and chickens and excrement to be used as compost or fodder by crushing dead livestock and excrement, heating same, and mixing same with sawdust, wherein a rotation axis in which a forward spiral plate is formed connects both sides at the top of a body; at the end of the forward spiral plate, an internal pipe is formed in which an inlet through which dead livestock is injected is formed; an external pipe having a backward spiral plate formed on the inner circumference is prepared so that the forward spiral plate formed on the rotation axis and the backward spiral plate face each other and that the rotation axis and the external pipe can be rotated by a motor; dead livestock are injected through the injection of the internal container, are moved forward along the forward spiral plate of the rotation axis, are injected to the backward spiral plate of the external pipe, rotate backward by the backward spiral plate to ascend backward and fall by means of the dead load, become able to move forward again by the forward spiral plate of the rotation axis, and move forward and backward repeatedly; and fermentation can be performed easily by improving contact between the protein and nitrogen contained in the dead livestock and the carbon contained in sawdust.
