The present invention relates to a method and a system of an electrochemical water treatment using a carbon electrode. The electrochemical water treatment system includes: (a) a step of impressing a direct-current power, below 1.4V, onto a carbon electrode pair, to adsorb and concentrate nitrogen compounds in water, on the surface of the carbon electrode pair; and (b) a step of reversing the polarity of the carbon electrode pair, at the same time increasing the direct-current power over 1.4V, to convert the nitrogen compounds, adsorbed and concentrated on the surface of the electrode, into a form of nitrogen gas.
