The purpose of the present invention is to provide a glass melter or the like that can inhibit glass material from being deposited on the tip of a burner, and that has few limitations in terms of the size of the glass material particles. This glass melter (10) comprises: a furnace body (1) for accommodating molten glass (G); a material particle adding section (5) disposed above the furnace body (1) and used for adding glass material particles (GM) that have been mixed and collected together with a material powder into the finance body (1) in accordance with the composition of the desired glass; and a combustion burner (7) provided at a distance away from the material particle adding section (5) and used for forming a heating vapor phase atmosphere (K) for heating and melting the glass material particles (GM) and forming molten glass particles (U) below the material particle adding section (5).
