PROBLEM TO BE SOLVED: To provide a technique for establishing a secure communication path between networks more simply without establishing a tunnel.SOLUTION: One aspect of the invention relates to an edge router on a first network. The edge router includes: a routing unit for transmitting and receiving data to/from a termination device whose connection with the edge router is line authenticated; and an address storage unit for storing a source address composed of a first bit string added to the line authenticated termination device and a second bit string to identify a user device connected with the termination device. When the user device has been authenticated by a second network, the routing unit conveys traffic between the source address of the user device and the second network.
