The present invention provides a semi-fixed offshore structure and a method for constructing the semi-fixed offshore structure. The semi-fixed offshore structure has a reversed cone-shaped neutral buoyancy structure formed on the lower part of a deck box thereof, wherein the reversed cone-shaped neutral buoyancy structure has a pivot support, which is fixed on the seabed, connected to the lower part thereof; and is capable of being applied to a shallow sea area, to which is hard to access, by using neutral buoyancy; of minimizing ice load in a ice sea area; of being easy to install and disassemble since the whole structure is completed on land; of securing a relatively wide workspace in comparison with an upper structure ; of minimizing a reaction force from the seabed by using the neutral buoyancy; and of increasing stability as a floating body by having enough restoration properties against external load such as floating ice, waves and tidal currents.
