Disclosed are an adaptive image compression system and a method thereof. The adaptive image compression method comprises the steps of: judging characteristics of a target compressive image by the adaptive image compression system; determining a quantization scale factor (QSF) based on the characteristics of the target compressive image in which the adaptive image system is judged; producing an adaptive quantization table which is corresponding to the target compressive image based on the determined QSF; and encoding the target compressive image using the produced adaptive quantization table.
