PROBLEM TO BE SOLVED: To increase the encoding efficiency.SOLUTION: A prediction motion vector derivation method comprises: a derivation step (S1301) to derive a candidate of prediction motion vector; an addition step (S1302) to add the candidate to a candidate list; and a selection step (S1303) to select a prediction motion vector from the candidate list. In the derivation step (S1301), when each of a reference picture of a current block and a first reference picture in a first block is a long-term reference picture, a candidate is derived without performing scaling based on the temporal distance from the first movement vector; and when each of the reference picture of the current block and the first reference picture of the first block is a short time reference picture, a candidate is derived by performing scaling based on the temporal distance from the first movement vector. |
