PROBLEM TO BE SOLVED: To resolve a problem that a transmission terminal of one user is registered in a destination list of another user by the other user without permission of the one user, which causes him troubles by receiving a call start request from the other user.SOLUTION: A transmission management system 50 inquires of a terminal 10 side to be a destination candidate whether or not the terminal 10 can be included in a destination list as the destination candidate, before including the terminal in the destination list as the destination candidate. Accordingly, a user can obtain an effect of preventing the own terminal 10 from being included in the destination list of another person without permission.
